sysutils/nut-devel: Build nut-scanner(8)

Depend on devel/ltdl and ensure that ${LOCALBASE}/include and
${LOCALBASE}/lib are available for ./configure to detect ltdl.h and
libltdl to facilitate building nut-scanner(8).
