Summary

FreeBSD does not support multi-PIC configuration, so block non-primary ITSes from attaching for now. To be fixed after intr-ng is merged.

The nuts and bolts of the new bus stuff are OK and consistent.
This is fine as a transition state between no support for multiple ITS and full support.
You should get someone else that know the details of CPU affinity to confirm that stuff is right.
