Those rules have been broken at least since 8-STABLE, when the port providing
the ezdownload binary was removed (misc/ezload).

I think this is a pretty cut and dry case... nothing provides ezdownload and these rules even disagree about where the binary even exists and whether it should be provided full path to the device or not. d
