net/parpd: New version of software available

Summary

A new version of this software is available.

The new version now allows to fake replies for disconnected client.
Such a fake mac is needed to fight dDoS attacks taking over the
ressouces of the last mile routers.

Test Plan

Build the new package.

Check the existence of the new man page parpd(8).

Try to execute the binary: It should respond with an error message
because the configuration file is missing.
