If the DYNAMIC knob is not turned on for a Haskell port, both
--disable-shared and --disable-executable-dynamic are added to
CONFIGURE_ARGS in lang/ghc/bsd.cabal.mk. Perhaps a better solution than
this change is to separate those CONFIGURE_ARGS with a separate knob.
