Update mail/mutt to 1.8.3

Summary

• Update to 1.8.3
• Move post-patch to pre-configure so it doesn't interfere with patch debuggging
• Move date_conditional patch to a slightly more up-to-date version
• Move IFDEF_PATCH to an EXTRA_PATCH
• Clean up default options patches to be as offset/fuzz free as possible

Test Plan

Identify offset/fuzz issues with 'PATCH_DEBUG=1 make clean patch' with default options. Validate port builds with default options. Also confirm port builds with all options and any fuzz applied patches are correctly applied. VVV's NNTP is still 1.8.2 and applies with fuzz but appears to be applied at the correct location.

Testing with mutt 1.8.3 installed for 1 day without issues.
