Fix ffec_attach on Wandboard Quad rev.d1

Summary

The new Wandboard Rev D1 has the following changes:

• PMIC: requires the fixed-regulator device to turn the PHY on
• The fixed-regulator device needs to use GPIO ports, which need to be started before the ffec driver
• AR8035: this PHY requires a special fix routine to be called after MII attach to set its ENET_REF clock
