Make PID_MAX visible from userspace.
This allows to stop redefining PID_MAX by every utility that needs it.
Note, that this define should only be used as a fallback anyway,
when kern.pid_max cannot be obtained.

top(1): Adjust columns width automatically.
Don't hardcode PID and C column widths.- Always expect kern.pid_max to exists, Calculate them based on the
maximuminstead of using hardcoded PID (kern.pid_max) and the current number of CPU cores (hw.ncpu)maximum value.
