R9:477e130608b6: developers-handbook: tweak introduction to lldb

Summary

All supported versions of FreeBSD ship with lldb, so we no longer need
to mention FreeBSD version specifics.

While here, make some small tweaks to this text.

682	We should make some reference to kernel debugging, somewhere. Is it worth saying something like "Kernel debugging is out of scope for this section"?
